ANTHONY RUCKEL Staff Attorney, Denver December 20, 1973 Mr. John McComb 2014 East Broadway, Room 212 Tucson, AZ 85719 Re: Central Utah Project Dear John: Under separate cover I have recently sent you the final draft of our complaint in the Central Utah Project and my letter to Curt Oberhansley of December 19. As I mentioned to you over the phone, your experience in water resources projects, your experience as a professional environmentalist in the Southwest employed by the Sierra Club, and your academic training in hydrology will make you very valuable in our litigation efforts regarding CUP. It may well be that I will need your expertise and testimony as a person knowledgable in the area of water resources to testify regarding water resources planning and how that affects a project such as the Central Utah Project. As I alluded to in my letter to Curt, and as our complaint suggests, the point here is that an overall environmental impact statement on the whole CUP project could obviously dictate several different physical and engineering ways of achieving project purposes concerning supply of water to the Bonneville Basin and repayment of water to the Uinta Basin. Thus it is our argument that we, the plaintiffs, stand to suffer irreparable harm by the building of various components of the project before the whole project is reviewed and analyzed from the point of view of attaining project purposes and protecting the environment.
