Show o« * X H^uri My recommendation on a go-ahead on the Strawberry Aqueduct is conditioned with the firm assurance that there will be no construction beyond Currant Creek Dam and no commitment of the use of the additional 35,000 a.f. of water until the Governor of Utah, the U.S. Forest Service, and the Bureau of Reclamation have reexamined and reached a decision as to the proper use of this water. It is important to realize that, if any portion of the 35,000 a.f. *\ is not diverted to the Bonneville area, it would not be .lost to the State of Utah but could be efficiently and effectively used in.eastern Utah in the Uinta Basin by containment and diversion from the existing Starvation Dam. There are reasons to think that a better use for a portion of the 35,000 a.f. might be to more optimally balance population growth, with particular reference to the land exchanges now being examined between the State and BLM for oil shale development • in the eastern portion of the State. & In summary, I am suggesting a go-ahead on actions which would provide MSI water to "the Salt Lake are'a but delay a commitment for additional H[noir M&I) waters to that area until subsequent discussions and agreements have been reached among the Forest Service, Bureau of Reclamation, and the Governor of Utah to fully protect the stream~flows irTThe Uinta watersheds *" ' \.
