In general, the flnaT^tatement represents a marked improvement over the draft EIS which was issued in August of 1972. However, as the final statement itself points out, many environmental issues remain unresolved and under study. The tremendous scope of this phase of the Central Utah Project, we feel, requires a thorough assessment of possible environmental impacts in advance of committing the many unique environmental resources of the Bonneville and Uinta Basins to what may be irreversible damage. We hope that the following comments will be useful to you and the Department of the Interior in deciding upon the next course of action for the Bonneville Unit. We have reservations concerning the environmental effects of some aspects of this project. We feel that modifications might well be desirable to avoid some clearly identified environmental problems. Many of these environmental issues have been explored by EPA and other agencies during the commenting period for the draft EIS. We are bringing these problems to your attention again to emphasize our concerns for maintaining or improving the environmental integrity of the area, while at the same time recognizing the need for. meeting many of the expressed project goals. Water Quality 1. As our Region VIII Office noted in their comments on the draft EIS for the Bonneville Unit, plans for the diking of Provo Bay in Utah Lake may aggravate water quality problems in the lake. The final statement, however, indicates that, "the overall water quality should be improved under Unit conditions" (page 273). The final statement also notes (page 245) that, "It is also recognized that the ecology of |
