Under this two objective approach beneficial and adverse effects on national economic development and environmental quality will be p r e p a r e d and displayed for each alternative plan. In addition, an accounting of the effects on regional development, and social well~ being will also be prepared and displayed for each alternative plan. All positive or beneficial effects are to be evaluated as a r e all negative or adverse effects. Values will be expressed in appropriate monetary or quantitative units or in appropriate qualitative t e r m s. A planning discount r a t e to reflect the relative value of beneficial and a d v e r s e effects occurring in the future as compared with the p r e s e n t has been established by the Council. This r a t e is consistent with the cost of Government borrowing concept which is based on the assumption that the Government's investment decisions a re r e l a t e d to the cost of money to the Government. The rate has been established at 6-7/8% and will change up or down, as appropriate, not more than or l e s s than 1/2 of 1% p e r year. The " P r i n c i p l e s and Standards" will be applied to all currently authorl^eT^imtrxm-fuiXde<3r: p r o j e c t s on a selective basis to be determined b"y~tEe head of the- r '''agency; •-• • -__ . .- ----- ____ The new " P r i n c i p l e s and Standards" a r e based on several y e a r s of intensive study, review, field testing, and public h e a r i n g s . On December 21, 1971, the Council published in the " F e d e r a l R e g i s t e r" proposed " P r i n c i p l e s and Standards", along with a draft environmental statement, and invited public comment on the proposal. Over 11, 000 comments and views were received through oral and written statements.. A 320 page "Summary/Analysis" of the public's comments was published and distributed by the Council. After careful consideration of the public's comments, and consultation with all concerned Federal agencies the Council made its recommendations to the President. The " P r i n c i p l e s and Standards" will supersede the present c r i t e r i a, " P o l i c i e s , Standards, and Procedures in the Formulation, Evaluation, and Review Of Flans for Use and Development of Water and Related Land R e s o u r c e s " , approved by the President May 15, 1962, printed and commonly known as Senate Document No. 97, 87th Congress, 2d session, together with Supplement No. 1 thereto, June 4, 1964, "Evaluation Standards for P r i m a r y Outdoor Recreation Benefits", and the amendment of December 24, 1968, covering the discount r a t e. - 3 0 - *c |
