I have attached a proposed paragraph on NRDC standing. In my comments I have tried to tie counts one and two together to some extent; it makes count two stronger, I think, although it may not be what you had in mind. Otherwise, frankly, I think count two is quite weak, primarily on the timing issue and particularly with respect to the Uintah unit, since there's no deadline. All we can say is that defendants are somewhere in the , •, process of preparing these reports, but we don't know where. If we could say more, it may help. I'll be in further touch.
