Show Cfl K1 O) LUNCHEON R00 M 3 04 UNION BLDG REPORT OF COMMITTEE OF THE ' WHOLE DEAN LEARY'S REPORT ON USAC CASE TRANSFER OF FUNDS TO SALARY INCREASES Following luncheon in Room 304 Union Building, the Board convened for a short time as a Committee of the Whole and reported the following action to the Board, which was unanimously adopted: (1) The attached report of Dean Leary (which was sunimarized by the President) on the decision of the Supreme Court of the State of Utah in the case of Spence vs The Utah State Agricultural College On the questiOn of whether Union Building bonds issued by the College are an Obligation of the State, was accepted and ordered filed. ' (2) The approval of letters prepared by the President to the State Board of Examiners and the State Finance Commission asking that unallocated surplus in the appropriation and fee accounts Of the University be transferred to the personal services account to provide for a flat $200, 00 a year salary increase to - employees effective for the period January 1, 1951 to June 30, 1951. REVISION OF CHAPTER 79 1 The requested transfer was for $110, 000 and is to be di- vided into the amounts needed for academic and non-academic employees. I LAWS: OF' UTAH 1947 CONCERNING BASIC BUDGET FORMULA (3) The approval of the revision of Chapter 79, Laws of Utah 1947, to comply with recommendations of the Legislative Council for changing the instructional part of the formula to a class room unit basis as follows, and increasing the amount for each square foot of weighted floor space from Sixteen cents to twenty cents: (a) $4000 per class room unit for all lower division resident study, in- cluding summer school and extension students, (b) $4, 500 per class room unit for all vocational, technical and upper di- vision resident students including summer school and extension students. (0) $5000 per class room unit for all professional, upper division and graduate students. The proposed changes in the formula have been unanimouSly 8!" proved by the presidents of all schools of higher education, and they have unanimously agreed that should it be necessary for the legislature to cut the total amount requested under the formula |
