LETTER FROM ENGINEERING SERVICES The President reported on a letter received from Engi- neering Services with offices in Salt Lake, protesting the WW and practice of the Engineering Experiment Station which, it contends, results in experimental testing in competition with private industry. The President reported he had investigated Mr. Caplan's complaints (writer of the letter) and did not feel there was any deep-seated reason for his allegations. He has invited Mr. Caplan to call on him and discuss this matter. RE PORT ON REGIONAL EDUCATION DISCUSSED AT GOVERNORS CONFERENCE The President reported on the recent Governors Conference in Denver concerning regional cooperation in education. President Olpin has discussed this With the Board on other occasions, as it has been on the agenda of previous Governors Con- ferences. At the conference just held it was agreed that legislation would be recommended to the legislatures of the States concerned which would make it possible for the States to pay a proportionate cost for educational facilities in other States. Governor Lee and others are very enthusiastic about this program. Dean 0. Meredith Wilson of the University of Utah, Who has been chairman of an advisory committee to work on this program, I was commended for his excellent contributions. A report was made on a meeting of the Union Building Committee held yesterday at which the architect, Mr. Fred Markham of Provo, submitted detailed data on facilities which he thought should be made a part of the plans and specifications of the new Union Building. REPORT ON MEETING OF UNION BUILDING COMMITTEE Two major issues confronting the administration and which must be clarified before construction can begin, were very clearly brought out at the meeting, viz. , (l) the University's ability to legally sell bonds, and (2) whether union buildings are included among recreational facilities whose construction is currently prohibited by government order. It was the consensus, however, that plans and specifications should be completed so that construction can go forward immediatelyshould the above questions be determined in favor of the University. The President reported on the meeting of the ASUU APPORTIONMENT BOARD MEETING Apportionment Board at which appropriations have been made to the various student activities from the collection of the annual student body fee of $13. 00 per student. These allocations were made following careful study and consideration by the Apportion- |
