A Yes. Q And you understood that it was the theory of the Department of Justice and of the government in this case that the matter of title depended upon whether or not these rivers were navigable streams? A Yes. Q And it was with that thought in mind that you made your investigations and observations in these various trips, was it not? MR. BLACKMAR: I object to that unless he specifies what thought he means having in mind. THE SPECIAL MASTER: The question is very plain. I think the witness understands the question. BY MR.
