Manitowoc, Wis. 5^220 March 9, 1979 Mary Belle and Larry Enclosed is some of the material I have been working on as "liaison" person between Utah and Washington. Our most effective*effort to date has been the one of try ing to push the BuRec to provide us written answers to our cost questionnaire. This was sent to Secretary Andrus in early September - along with our Issues Paper requesting basic economic answers.- which included costs we considered relevant to CUP development. The BuRec has successfully avoided answering us so far and now, I fear, with CRCUP and Sierra Club members meeting with the Bureau to "clarify" what answers ought to be supplied - the Bureau has neatly dumped the responsibility back in our laps. However I could not hold out here any longer. I'm supposed to get a "recap" of that meeting from the BuRec shortly and I'll forward a- copy to you. The smaller folder enclosed is what CRCUP will use in Utah for membership purposes. I think it needs jazzing up but I'm not in Utah running the show! What I want is a more appealing brochure which will elicit some response to CRCUP efforts from more sophisticated environmentalists, mostly outside Utah! While the environmental Issues are really at the heart of CRCUP efforts, this aspect of the CUP opposition is not what will stop the project in Washington. Costs and taxpayer burden are the effective tools today. And, we don't have an effective handle on the cost issue - because the Bureau won't cooperate - naturally! Anyway, my thinking is at variance with the thinking of Fred Reimherr, Utah Co-Chairman, but then he has to work in Utah and I work outside the State where the "air"is free! Where freedom of thinking and speaking is possible! Prom my way of thinking, I'm asking you to review this brochure for the following - but you may have other ideas. - content and degree of presentation - balance of presentation of issues - accuracy - readability and length - appeal to reader to "care" enough to respond - ommissions (changes of purposes and planning ?* Real - arrangement . m objectives ?) |
