State St. Salt Lake City, Utah, 84111 Dear Mr. Young: One of the purposes of the Carter Administration Water Policy is the protection of instream flows of such quantity that riparian ecosystems are protected as well as the self-sustaining aquatic environments for fish. The quality of recreation in great demand today is associated with free-flowing trout streams, opportunities for kayaking and enjoyment of watching and photographing birds and mammals dependent upon streamside vegetation. A major concern of members of CRCUP, the Sierra Club, the Utah Chapter and National Audubon Societies, the National Wildlife Federation, the Bonneville Chapter and American Fisheries Society, the Environmental Policy Center, the Environmental Defense Fund, and the Natural Resources Defense Council has been the disruption of the river ecosystems in northeast Utah and the loss of their valuable resources from development of the Central Utah Project. Recent research is bringing national attention to the outstanding values of riverine ecosystems in the west. To further emphasize their importance, the President has provided Executive Orders to protect Wetlands and Floodplains (#11990,#11889) as well as Administrative Directives to Federal Agencies for implementing his Water Policy. As you are aware, from Amendments In the Clean Water Act, quantity of water is an integral function of its quality. Viable stream flow quantifications will have to be determined in order to comply with the purposes of the Water Policy. Citizens for a Responsible CUP and the Sierra Club request the recommended instream flows of the U.S.Fish and Wildlife Service for the following rivers. Please provide a statement indicating the most recent bioaquatic and hydro-logical criteria and methodologies used to determine these. Where this stream flow information is not presently determined, please indicate plans to obtain it. Please provide a statement, also, which assures us that these stream flow recommendations protect the Wetlands and Floodplains associated with these rivers. |
