Under mandates of the Multiple Use-Sustained Yield Act, the Forest Service would be required to provide for recreation and wildlife habitat existing in the natural features of the public forests. It is our understanding, and we think you will concur, that the purpose of the President's Water Policy is to address all existing streams - not just a selected few. We are requesting stream flow recommendations for all streams, rivers or creeks, perennial or intermittent, or a statement of the condition of their existence.
