Plummer won't ask Gerry Kinghorn "for fear of offending^ the Water Conservancy District. Guy Martin wrote me saying how important public input was and it would be a good idea to meet with the Bureau for discussion. I called back and had a discussion with Jim Flannery (Martin had to appear in court) and asked him to get Plummer to ask Kinghorn. I've not heard from him, as he agreed - however, you people are apparently snowed in. I've also ask him to see how we can sort out constitutional and legal authorities - Ute Tribe rights versus Forest Service Multiple Use management, Wilderness Act, etc. Kinghorn maintains that discussion on costs is valuable only if we can discuss cost changes resulting from planning and purpose changes. So, he hopes to get in on a discussion in the future when the Jordanelle EIS is released. (The Draft was rejected in Was-ington and will not be released now.) Fred is supposed to not get "boxed in" at this SuRec meeting - leaving opportunity for future action. I discussed things to watch for with Brian Beard, Sierra Club Conservation Chairman. BuRec won't allow taping, either. Reimherr's Fly Fishing group will fund Kinghorn to appear in Washington at appropriations hearings, However, in order to be able to testiry, Kinghorn will have to have a letter from Congressman Conte written to the Salt Lake County Commission. Can you please ask Conte to do this. It will be the first time Utah has publicly opposed the CUP In Washington. This is important. I'm pulling together information on fisheries, stream flows, wildlife losses, etc., for Kinghorn to use, if questioned on these matters.. The enclosed report of the American Fisheries Society is a significant one - coming out of Utah. Since fisheries biologists are now getting public support which is organized in opposition to CUP, they are making acks. Bill Geer, Div. Wildlife Resources, presented a talk and slide show to the Governor and his staff - and this was repeated again with 3 CRCUP members present. Don Duff, BLM fisheries biologist got the Utah Fisheries Society to make a resolution to protect stream flows. These two men are beginning to turn around the arrogance of the State toward biological facts. (Incidentally, can you respond back to DWR on this report and by March 1 ? I just received it. It's too bad these people aren't yet accustomed to taking advantage of outside environmental group help and get material to us in time. I'm laying the groun-work for this broader effort as you can see in my letter to CRCUP members. What looks like ptfgtty simple political action to you - is radical to most Utahns.) |
