In addition, will you provide us U.S.Fish & Wildlife Service stream flow recommendations for the Green and Colorado Rivers as required under the State classification and non-degradation clause and for purposes of protecting the Colorado Squawfish, the Humpback Chub environments. If the two undesignated Utah fish species have different requirements, this should be indicated. Adequate stream flow quantifications should take into account the impact on the Green and Colorado Rivers from the withdrawal of 136,000 a f of water for the transbasin diversion as well as the impact of increased salinity on fish environments. We are particularly interested in:the relationship of CUP developments on the Uinta Range stream waters and consequential flow impacts on the Green and Colorado Rivers. These flow recommendations should protect Wetlands and Floodplains assocaited with these warm water rivers, as well. If the habitat for migratory wildlife is a part of the river ecosystem evaluations, this should be indicated We need some assessment of impacts from the proposed diking of Utah Lake as well as from proposed power development. However, we realize that research is taking place to determine this information. For purposes stated below, you might consider the terms under which this might be provided. It now appears that biological information on the Utah rivers will be given little consideration at appropriations hearings on the CUP in Washington the week of April 2-12. However, we are needing this professional documentation for purposes of assembling the expertise to counteract misinformation used by Utah legislators. I plan to ask Senator Proxmire to request, from Assistant Secretary Herbst, documentation on stream flow methodologies from the Instream Flow Group at Fort Collins for our use and for the Committ ees. We would appreciate having this information, or statements indicating status of the information, before March 30. If my husband's condition allows, I plan to go to Washington to testify at hearings and attend the Dam Conference where I can display the issues. If you people have any slides or pictures available I can borrow, on both degradation of resources as well as values, I would appreciate having them and will see that they are returned promptly. |
