Dear Secretary Andrus: We have some concerns regarding certain issues surrounding the Bonneville Unit of the Central Utah Project (CUP). Some of these concerns were expressed last fall and earlier this year to you and in a letter dated April 5, 1978 (enclosed). In response to our letters from the Bureau of Reclamation, we have not felt questions were honestly answered, in some cases, or answered at all. The answer received in response to the April 5 letter was signed by an Acting Commissioner whose name we could not decipher. Since April of 19 78, a number of studies concerning the Bonneville Unit of the CUP have become available (enclosed). These are: 1. Two studies of water alternatives for Salt Lake County, Utah, prepared by Salt Lake County Attorney Paul VanDam for the Salt Lake County Commission. 2. "An Economic Analysis of the Bonneville Unit of the Central Utah Project, Bureau of Reclamation" by Professor Thomas Power, University of Montana Economics Department. 3. "Feasibility of Accelerating Construction of the Central Utah Project" by Theron C. Hughes, et al, Utah Water Research Laboratory, Utah State University. These studies have confirmed the significance of our own original questions, and have raised further questions. In addition, the revisions in Federal Water Policy and the Presidential Memorandums of July 12, 19 78, dealing with Water Policy implementation, have emphasized the importance or our questions. We would appreciate answers to the following questions: 1. What is the total projected cost of the Bonneville Unit of the CUP, and what is the cost of the Bonneville Unit per acre foot of water provided? Costs should be expressed in comparable current dollars (19 7 8 dollars). Traditionally, some of these costs have not been included in water project cost calculations. However, President Carter has called for realistic, economically sound evaluation of water projects. We would appreciate an itemized tabulation with costs |
