I've nver been sure which tail wagged the dog in Utah so maybe this is saying something or maybe it is an easy way out I Second, the Bureau would not let the meeting be taped and my colleagues don't insist on conditions I would• The Bureau had a large staff persent as they did for the meeting with me in February of 1978: Solicitors, geologists, Project Directors, wildlife specialists, etc. An hour and a half was spent explaining the 2" packet of cost figures. Answers to our questions are buried somewhere in this data! While the members attending the meeting were given some insight into Bureau cost calculations, Dr. Reimherr, Co-Chairman CRCUP, supposedly is to meet the economics expert in Provo in the future to break down information for our purposes. Whether meaningful cost involvement can take place between the public and the Bureau may be questionable. K+QJ Gerry Kinghorn^raised the issue that public discussion can have value only if costs related to changes of planning and purpose are addressed. And, there are major changes in plan and purpose in the Bonneville Unit from those existing when the Bonneville Unit was authorized. However, the Bureau claims these changes do not exist. When the Bonneville Unit Final EIS was released, water salvaged from diking Utah Lake was an integral part of the Jordanelle M & I System AND it was a connection used to tie the Jordanelle to the Strawberry Collection System. Since 118,000 a f of water of the 136,000 a f to be transported over to the Bonneville Basin from the Uintah Basin, was to be for irrigation, the Strawberry Collection System was presented and considered to be an Irrigation System, primarily. |
