Show Regent O'Connor stated that it would be better to 186 have this done by a recognized and reliable firm whose re- port should be unquestionable and one which the Governor, the Legislature and the public will have faith in. In view of a similar request for a survey being made of the USAC, Mr. Thorpe Isaacson, Chairman of its Board, had called Chairman O'Connor. It was suggested that should both Boards contract for a survey by the same firm, viz. , Booz, Allen and Hamilton, it might be possible to work out better financial terms. If this matter is approved now, the Board should negotiate arrangements for getting this work under way immediately, Incidentally, Chairman O'Connor mentioned that he had had an inquiry from the Governor in regard to the status of this survey which has been under consideration by the Board for the past six months. Concluding the discussion, the Chairman called for BOARD action by the Board, whereupon Regent Culp moved that the Board of Regents accept the proposal and instruct Booz, Allen and Hamilton to proceed with its study of the Univer- AUTHORIZES SURVEY BY BOOZ ALLEN sity of Utah. AND HAMILTON Regent Adam S. Bennion seconded the motion, adding that it be made at such a time as it will be most advantageous. Before the motion was put, President Olpin stated that he had been in telephone communication with Mr, Lowry of the aforementioned firm, just that morning, concerning the date that it could begin work, and had asked if it would not be desirable for the firm to make its study‘before the end of the regular Spring Quarter. If 60 days were to elapse before the survey started, the Summar Quarter would be here with its limited operation. It was learned that it would be a decided advantage to both the firm and the University to have , a part of the study at least made at such a time as to include a portion of the regular operating school year. Questions were raised by Regent Evans on the source of funds for paying for this survey, the consistency of using funds for this purpose and if it could be considered as a proper expenditure. It was pointed out that the funds would be taken from the general account. During the discussion, it was noted that the adminis- tration of the University owed it to the people of the State and itself to do a good job, and a study of this kind could be of great help. |
