Show * {as FOURaQUARTER PLAN ‘ 21 AIM The Four-Quarter Plan at the University of Utah is designed to supplant the sabbatical leave program which has been in operation and which was initiated to assist members of the instructional staff to develop their capacities for teaching and for service to the community and the state. By more effective control of the vacation periods, it will provide continuous instruction of a superior quality throughout the year, as demanded by the Veterans Program, .and will afford the staff more immediate access to new developments in their respective fields. PARTICIPATION All persons with the rank of instructor or higher who devote a major portion of their time to instruction and are employed under a contract shall be on the Four-Quarter Plan. QUARTERS OF SERVICE The Four-Quarter Plan requires that regular instruction shall be given for three quarters of each fiscal year with one vacation quarter of leave for self-improvement except in special contract cases. Quarters of instruction and leave are assigned by the University and are subject to change during the year as necessity warrants. The program of self-improvement for each quarter of leave must be approved by the administration in keeping with policies adopted by the Board of Regents. CONTRACTS All contracts shall be approved by the Board of Regents prior to service; otherwise no obligation against the University shall exist. Regular Contracts: Regular contracts shall begin as of July 1 and terminate as of June 30 each year. Each regular contract shall show the quarters in which instruction and vacations are to be given, and the annual salary rate, which shall be paid in 24 equal instalments. It shall be deemed that all individuals under regular contracts shall have earned one-third of their annual salary after one quarter of service; two-thirds after two quarters of service; and the full salary after three quarters of service, subject, however, to the performance of their obligations during quarters of leave. If an individual is granted a leave of absence without pay for one quarter, one-third of his annual salary will be withheld. Special Contracts: There shall be three kinds of special contracts: 1. Those issued for part-time service or for part of a year's service with no requirements as to vacation periods. 2. Those requiring within a single contract year of 12 months one or two quarters of instruction and granting, reapectively, either three or two quarters of leave w1thout pay. 3. Those requiring within a single contract year of 12 months a fourth quarter of instruction with an addi- tional quarter's pay at the rate specified for the other three quarters. When such a contract is issued, the holder thereof must have taken, or must take, additional quarters of leave without pay within a period of three years' time as will compensate therefor in accordance with the regular program of three quarters of instruction for one quarter of leave. In no case can an individual teach four quarters in one year for two consecutive years. , Each special contract shall show the quarters in which instruction is to be given and the quarters which are to be on leave, if any, and the quarter salary rate, which shall be paid over the period in which instruction is given. RULES GOVERNING ADOPTION OF FOUR-QUARTER PLAN The Four-Quarter Plan shall go into effect with the beginning of the spring quarter of 1947. All persons with the rank of instructor or higher who devote a major portion of their time to instruction teach- ing during this quarter shall receive an increase in wages of an amount. equal to_1/18 of their annual salary in full compensation for accumulated, and accumulating, rights under the prior sabbatical leave system and the prior vacation privileges, and all those eligible for sabbatical leave at the tlme of the adoption of this new plan shall, in addition, be entitled to an extra quarter of leave, over and above any earned under this new program, to be taken at such time as can be conveniently arranged between the individual and the University. The salary rate of pay for this sabbatical quarter shall be the same as a teaching quarter during the year in which the sabbatical quarter is taken. Leaves taken during the spring quarter of 1947 shall be without pay and will have to have approval of the Board of Regents. The annual salaries of all persons with the rank of instructor or higher who devote a major portion of their time (that is the rate prevailing before the 1947 to instruction, will be increased 162/3. per cent above the present rate spring increase) on July 1, 1947. The Four-Quarter Plan shall supplant the regular sabbatical leave program currently in effect at the University of Utah. |
