CALIFORNIA 05814 REPLY TO - - AUENTION OF SPKCO-o 15 January 1979 PUBLIC NOTICE NO. 6551 TO WHOM IT MAY CONCERN: Application has been made to this office by the Bureau of Reclamation, Upper Colorado Region, P.O. Box 11568, 125 South State Street, Salt Lake City, Utah 84147; for a Department of the Army Permit to place fill below the ordinary high water elevation of the West Fork of the Duchesne River, near the town of Duchesne,.in Sections 20, 29, and 30,T1N, R9W, and Sections 25, 26, and 27 T1N, R10W, Uinta Special Meridian, Wasatch County, Utah. The project is shown on the attached drawings. The Vat Diversion Dam is an integral part of the Bonneville Unit, Central Utah Project. As part of this project, the dam will divert water at a maximum rate of 300 cubic feet-per-second from the West Fork of the Duchesne River into the 66" diameter Vat Feeder Pipeline which will flow into the Vat tunnel and eventually into Strawberry Reservoir, located about 20 miles southwest of the proposed project. This water will be used for agricultural and municipal purposes.* Approximately 8 cubic-feet-per-second flows'' will be maintained in the West Fork of the Duchesne River during and after construction of the dam for the downstream fishery. In addition to the diversion dam and feeder pipeline, applicant also intends to construct the 4.2 mile long West Fork Pipeline which will convey water to the Vat Tunnel from the proposed stream diversions located east of the Vat Diversion complex. The Vat Diversion Dam will consist of an earthfilled dike 20 feet high, with an approximate crest length of 600 feet. The dike will be constructed from 39,000 cubic yards of embankment material and will have the upstream slope (3 horizontal to 1 vertical) protected with 24" riprap. A 50-foot wide concrete overflow section in conjunction with a 10-foot wide sluiceway will be constructed on the right side of the embankment. Releases will be regulated by a concrete headworks structure incorporated into the right side of the overflow section. Water will be conveyed into the 66" diameter concrete Vat Feeder pipeline to the Vat Tunnel. A trench will be excavated to accommodate the 600-foot long pipeline and the trench backfilled and compacted.-The 78" diameter West Fork Pipeline will be constructed in the same way. An Environmental Impact Statement (EIS), entitled "Central Utah Project, Bonneville Unit," was prepared by U.S. Department of Interior, Bureau of Reclamation, and is available for review at U.S. Corps of Engineers, Room 341, Post Office Building, 350 South Main, Salt Lake City, Utah, and also at this office, 650 Capitol Mall, Sacramento, California. The National Register of Historic Places and its supplements have been reviewed and there are no places listed or recommended as eligible which would be affected. An archaeological survey of the Vat Diversion project area was conducted by the Bureau of Reclamation and the University of Utah. A report, entitled "A Survey of Archaeological and Historical Resources within the Strawberry Aqueduct and Collection System of the Central Utah Project," states that no archaeological or historical sites will be impacted by the project. |
