He is still in the hospital in Madison, so I remain here doing what I can to stop the CUP. I ran out of copies of our Issues Paper #1 on the cost and water supply alternatives to the Bonneville Unit, CUP, and had the Salt Lake City group forward this to you - with me to follow up with information. There have been continuing developments and I can't get caught up.' The main issue has been one of getting the Bureau to provide written answers to the cost questionnaire we prepared and included in our Issues Paper and sent to Secretary Andrus in September. The Bureau maintains it cannot break down its calcualtions in ways to answer us. In addition, it wants to substitute a meeting to discuss Bureau methods of calculating costs. Two weeks ago the Bureau sent me a 150 page packet of Statistics and costs - with no breakdown. Our group in Salt Lake City hopes to be able to find out whether we have answers which provide all costs we think should be included. Meanwhile, Interior now seems attempting to help us. Last fall I prepared supporting information for a possible suit in Utah to protect stream flows. I am not an attorney and could only put together justifications. Brent Blackwelder, on reading this, said that suits did not resolve water storage projects necessarily. This may be so. However, all material is available on a suit in Utah on the issue of Taxation without Representation on the part of the Water Conservancy District. CRCUP has no funds to carry this out. Jerry Kinghorn, former Assitant Salt Lake County Attorney is the best authority on most issues on the CUP other than environmental. He worked with former County Attorney Van Dam in prepareing reports on the available water supply for State management. Meanwhile, there are other possible opportunities arising over re-authorization. This information is presented in a letter to Senator Jackson. I will not mail this letter until Brent looks it over. Some material may not be needed; some may not be wanted. / |
