Show BREAKDOWN OF THE ISSUES, continued There are issues of civil, criminal, and taxation jurisdiction of the State, county and city I won't discuss here. However, there already exist unresolved problems for the Forest Service in protecting wildlife from harrassment from snowmowbiles and wet meadows and wilderness areas from ORV use. Problems resulting from unrestricted hunting and fishing activities allowed the Ute members, could be unmanageable. The Forest Service and BLM are wholly understaffed for law enforcement activities. *At hearings on the Uintah Unit Draft EIS, 8/24/78, at Ft. Duchesne, held there because it was an "Indian Unit", only one Indian was present. He was at the hearing only until Attorney Boyden presented his statement, then both left. The "aura" of power on the part of the BuRec, the State, and the Water Conservancy District was overwhelming - such as to discourage any opposition. Two Sierra Club members, I and a Utah State University Professor from the Water Research Lab., Logan, were the opposition. About 6 farmers from Duchesne Co. came up and talked to me after. And this is a Democracy? |
