Washington, D.C. 20250 Dear Mr. McGuire: I have not yet received any response to comments I made on October 26, 1978, to the Forest Service High Uintas South Slope Land Management Plan and Draft EIS of August 1978. In this comment, I charged the Forest Service and Secretary Bergland with not complying with Carter Administration Directives for implementing its V/ater Policy. I was assured by Charles R. Hartgraves, acting on your behalf, on November 21, 1978, that you would respond to my comments. We would like to have a copy of the guidelines the Forest Service has developed, as required by the Administration, for addressing the following issues: - Initiating co-operation from the State (Utah) on conservation measures, consideration of non-structural water development alternatives on National Forest lands, and in preparing laws for protection of instream flows and riparian wildlife associated with these. We would like to be informed about actions the Forest Service has already taken in Utah to comply v/ith these guidelines. Our concerns at this point relate to issues of CUP development and impacts on stream flows and wildlife habitat resources and riparian ecosystems on Wasatch, Ashley and Uintah National Forests. We are interested in actions taken in identifying Wetlands and Floodplains on these National Forests as required under Executive Orders #11990 and § 11988. We would Ills to know what action the Forest Service has taken about implementing requirements of the Clean Water Act under Administrative Directives stated above,re: - release by the State of Utah of the classification of Utah stream and lake resources and non-degradation clause stipulations-. See enclosed reports.We would like copies of any communications between the Forest Service and Utah State Agencies as well as with EPA relating to this issue. - identifying Outstanding National Resource Waters on Wasatch, Ashley and Uintah National Forests.
