I appreciated receiving your material. As you may know, the Budget Committee is charged with the responsibility for developing overall spending targets by allocating total spending among various broad functional categories such as Defense, Agriculture, and Health. Funding for water resources projects is included under the broad category of Natural Resources and Environment. However, the Committee does not have jurisdiction over the actual funding of the various individual projects. This is handled by the responsible authorizing and appropriating committees. I might add that the Budget Committee has, in the context of past budget resolutions, urged the Congress to closely examine current water resources policies and to consider changes that might result in a better balance between the need for water development and the economic and environmental goals of the country.
