Show issues and she is well-informed in the State management movements having direct contact with Governor Matheson's Secretary. However, Lillian cannot write down and get information effectively circuited to where it is of value. (She will be coming to the Washington conference.) There is no tie-in for effective cooperation between Lillian and Fred. Lillian and I worked together when I was in Utah because we could meet and talk over issues. However, in a circuitous way, Brian Beard and Lillian (Sierra Club members)and I get material assembled and Brian informs Fred. There are some really concerned people in Utah who are struggling to form effective opposition to the CUP. But none have had training or effective involvement in developing a constituency. I've tried to contact Brent Calkins - SW Sierra Club Rep. - to seek more involvement in the CUP from him. He is located in Sante Fe. But he hasn'-t responded to my phone calls. Professor Paul Salsbury, Sierra Club Chairman, Utah, with whom Brian lives, told me that he was not Interested in the CUP! He is really a figurehead I So, we limp along. Pete Hovingh has been trying to set up a panel-workshop meeting with a Professor involved in the Utah State U. V/ater Research Lab. Pete is ready to go. Reimherr won't give him free reign and is holding off until he gets some "radical maverick" elected State official, involved. Pete is discouraged. He has worked out meetings before and taken a whole position himself on developing a proposal to protect a BLM area near Capitol Reef - telling the BLM to shape up or the area will be proposed to the National Park for management. This particular talent is not being used by Fred and may be lost - if Pete gets too discouraged. From this distance from SLCity, I can't help resolve such issues with Fred. What is needed is to get both Kinghorn and Kapalosky involed on the CRCUP Advisory Board. They are more knowledgeable about group activities. But how to bring this about. CRCUP needs Fred but the group needs broader expertise in developing goals, objectives, and strategy and communicating these to members. fvtJL si-»ti cL»tShf a^re. tk^j- Another Issue, The Corps of Engineers 404 Permit. Apparently there is a hoo-rah over this Permit. If you read the Permit - some 8 cfs is to be allowed in the West Fork of the Duchesne River... according to the Permit. Fred says that the BuRec ealled him and said this is an error. No water is to be allowed In this stretch of the River. However, A T gy\. apparently those in the Bureau who signed for the Permit never * •' bothered to read what they signed. So, now the whole thing has to be withdrawn. Who does what about this? Where?
