The State and BuRec are reaetrn^ to our environmental, cost, conservation /nonstructural and re-authorization challenges already in their Ute Indian maneuver. Sierra Club alerted me about this and I've told EPC, EDF, NRDC, National Wildlife Federation, and Robert Redford. I'm preparing background information for all. This battle will have to be fought in Congress although we'll have to co-ordinate Utah strategy with that of Washington. Nonetheless, we push on. Comment on this list: suggest, delete or add on. 1. Prepare a brochure on the National Resource Waters in northeast Utah. Text description, pictures,document purposes for these free flowing streams and their existing uses. WE need this for April Dam Conference in Washington.. 4/2 - 4/12. 2. Prepare hand-out brochure similar to that used in suit on the Central Arizona Project. 2-3-4-sheets, 8 1/2 x 14, with all issues covered plus drawings, maps, and pictures where possible Prepare for April Dam Conference and Congressional hearings on appropriations. 3. Examine areas of challenge, object of challenge (State, BuRec, Interior, et al) for non-compliance with Carter Water Policy, Executive Orders to protect Floodplains and Wetlands, and Administrative Directives, EPA compliance with Clean V/ater Act, State and Federal laws. Plan attack. 4. Pursue questions of costs and exceeding cost ceiling for authorization. 5. Pursue issues of re-authorization raised by changes of planning and purpose. Blackwelder is 'critiquing' letter of inquiry on re-authorization to Senators Jackson and Udall before we send it. 6. Suggest follow-up for interpretation of Section 101(g) Clean Water Act. State versus Federal interpretations (EPA) 7. Keep track of Corps of Engineers 404 Permit use in Project developments. 8. Publicize to opposition constituency. Remember,though, the water developers are always reacting to our challenges, and right now they have more power.
