It wasn't until last summer that information was available on both the cost issue and on alternatives for State water management which negate the necessity for the CUP until the year 2,000 - if at all. Professor Power, University of Montana Dep't of Economics,prepared an "Economic Analysis ofthe Bonneville Unit, CUP" which stated that the Bureau claimed cost/benefit ratio is not 1:1, but for every $1 spent, only .32 benefit results. In addition, the nation's taxpayers are underwriting some 7,000 northern Utah farms at over a million dollar*per farm. He questioned also, the bases on which the Bureau calculated economic feasibility for the Project. Our CRCUP coalition has prepared an Issues Paper providing this information on the Bonneville Unit economic analysis as well as the reports of the Salt Lake County Attorney on all the water supply options available to the State in lieu of the costly federally developed water. We can send this to you, should you wish it,as the basis for consideration for continued funding. In your position in the House Interior Committee, it would be helpful if you can advise our CRCUP whether or not there is a change of purpose for the Strawberry Collection System of the Bonneville Unit and |
