I have been "building up" contacts with Washington based Administration people, Congressional Chairmen involved in budget and appropriations issues, and with Brent Blackwelder Environmental Policy Center. There has been a total lack of information on the CUP in Washington. We still have not got written answers to our cost questionnaire on the Boneville Unit - sent to Secretary Andrus In September, despite continuing overtures to Andrus, the Bureau, and from Interior staf s we contact. Three weeks ago I was sent from the Bureau iin Washington, a 2" packet of Statistics on the Bonneville Unit - all raw data. When I went to Madison to see Bill, still in the hospital, I tried to get help from University of Wisconsin Economics professors . to evaluate this data in the light of our questions. But it is a massive job and no one could do it. So I sent it back to Kinghorn and Lee Kapalosky (attorney) who helped develop the questionnaire last summer. Plummer has written me again saying he is confused why we have not responded to his overtures to meet and discuss the issue. (He gets all the letters I write Andrus!) So, I guess by this time, when our group determines what answers they can come up with out of the raw data, they will meet with Plummer. Then we'll see where we goi I've written 0MB to request information whether the Bureau has exceeded the cost ceiling under which it was authorized. (Kinghorn says it has.) This would be grounds for re-authorization of the Project. This is also why Plummer doesn't want to answer our cost questionnaire. We also have two other issues we are raising questions about - re: re-authorization; change of the Strawberry Collection System to and M & I System and preparation and release of the Jordanelley Draft EIS while excluding the Utah Lake Diking. All these potential threats are trying to be "met" by the Bureau now in this latest maneuver to have the CUP sneaked into the Ute Indian resolution via the Utah State legislature and Congressional "authorization"! I'm in the process of developing the background information on all the issues at stake in this maneuver - for environmental groups which will fight Congress in going along with this. There are all the issues I have worked on the past five years in Utah: F.S. and BLM wildlife management obligations; wilderness classification and wildlife management under wilderness conditions; * Material to be sent later when I make up packets for CRCUP group. |
