We believe our cost questionnaire, included here in separate copy as well as in the Issues -Paper, asks relevant and viable economic questions needing to be answered for over a one billion dollar expenditure of public monies. I have included, also, information in a letter to Office of Management and Budget, about the coming implementation of 208 Water Quality Study Recommendations for Salt Lake County which are non-structural. They include salvage of 125,000 a f of water in Salt Lake Couty, utilization of presently non-utilized surface and ground waters, and conservation proposals - all consistent with the Administration Water Policy. It is imperative that the Bureau of Reclamation budget reflects the fact that there will be no need for some of the structural project developments as planned. Salt Lake County Representatives will be meeting with the Bureau before February 1st to discuss cooperation of the Bureau in implementation of non-structural water management. CRCUP has, as yet, no handle on the Bureau Budget request, specific to projects, to evaluate structural development needs, now. We can keep you informed, however. Citizens for a Responsible CUP has broad-based concerns. They include those of taxpayers of the nation obligated to pay for water development of Utah, exclusively, when cheaper, efficient use of available water by the State is unexplored and undeveloped. They include the obligation to protect recreation and wildlife and fisheries and stream resources belonging to the nation on its public lands, where this is possible. Under Executive Orders of the President to protect floodplains and wetlands, and provide instream flows, Federal Agencies such as the Forest Service and the Bureau of Reclamation, and the Soil Conservation Service must address their particular responsibilities in Utah. We will appreciate your assistance in addressing the necessary issues in the CUP development, in the light of the Administration budget, Water Policy, and environmental directives.
