Bands of Ute Indian by Court of Claims on Feb. 13, 1911. He believes per capita payment doesn't aid Utes toward self- supporting status. He examines needs of Utes in Uintah & Ouray, Navajo Springs, and So. Ute agencies, including concerns for efficient housing, tendency toward disease, and economical use of land.
