G. , Commissioner of Indian Affairs Letter to Peairs, Chief Supervisor of Indian Schools, Lawrence, Ka. Valentine severely cautions all employees about forming card clubs that he states would set a bad example for Indians and encourages gambling. The commissioner also advocates total abstinence from liquor by employees for similar reasons. Mar. 28, 1912 Peterson, W. M. Supervisor, Haskell Institution, Lawrence, Ka. Letter to Chas. F- Werner, Supt. Peterson encloses copy of Commissioner's statements to Mr. Peairs re: subject of amusement in Indian Schools, especially card-playing. Apr. 27, 1912 Abcott(?), Assistant Commissioner Letter to Charles F. Werner, Supt., So. Ute School The assistant commissioner explains that Utes received allotments under the Act of Feb. 20, 1895, and that the Office does not object to test cases being brought to show Federal jurisdiction over crimes committed on the Southern Ute Indians' allotments, but in the case in question the agent should release the prisoner because of doubtful jurisdictional authority to hold him.
