As a basis for my analysis, I drew upon requirements for instream flows laid out in the Carter Administration Interior Dep't Task Force Reports. Interior has the lead position in implementing and involving all Federal Agencies in carrying out Agency guidelines for implementing the Water Policy. These criteria and directions were overlooked in the Instream Flow Agreement. When I got to Washington, Pete Carlson, EPC, had me reproduce this Analysis and add it to my statement before the Appropriations Committees. I also gave it to Secretary Andrus after he addressed the Dam Conference - asking him how he expected us to get the Water Policy implemented, if he didn't support it in Agreements made by the Department I I'm expecting an answer back from him. I should say, David, that we are a more knowledgeable group working on the CUP than you are aware. The inad^uacy lies in the failure to develop a strong public opposition within the State. \ As you can see by the enclosed document on the proposed v V Dam on the White River, I prepared this to provide public input U > \ * into the BLM scoping meetings held last fall to help determine V hA what all should be included in an EIS. When I was nearly finished iJrA putting this together, I learned that BLM (U.S.Fish & Wildlife v^ Jp Service)had documented the presence of the endangered Colorado ' y Squawfish in lower reaches of the White River. So, we will have another Tellico Dam situation on our hands. yjy In order to publicize this little known River and its t significance as a warm water river ecosystem, I have sent out 45 $f copies of this document to the White House, to Interior Departments, to CEQ, to Congressmen, and to Directors of all major conservation groups in the nation. It is my belief, that once the White River is dammed, this is the beginning of loss of the Green and Colorado Rivers to energy developments. I am sending a copy to you people to ask if you can make a contribution to the $600+cost of printing, preparing and mailing of 100 copies. $6.00 per copy. I have not felt I could ask Administration, Congressmen, or even most conservation groups whose Directors I don't know, for payment. So, I'm trying to raise funds from people who recognize the value of trying to protect this river, twice recommended for study for Wild and Scenic River classification. Wisconsin folk are not interested, except one or two of my acquaintances. Utah people are just now developing a White River Watch and, frankly, most of those involved, under Pete Hovingh, are contributing many $ to wilderness coalition efforts under Dick Carter. As you know, the Wilderness Society dumped its western State Reps, in a reform of the Society and Dick, who is so valuable for Utah wilderness, was one of the first to go. He is now having periodic fund raising programs to keep a Utah Wilderness Coalition alive. Efforts to save the White River will come from outside Utah - as well as from inside the State.
