Continued - Stuart Eizenstat, Domestic Policy Advisor, The White House Since the Issue of water project developments is a political one for the President, we must make it possible "for the President's hand to be forced" through the effective opposition we can develop in the State. And we are being provided many opportunities to do this. Key action areas are: - Implementation of the President's Water Policy which is directed toward water conservation, looking for and providing non-structural management alternatives for water supply to replace structural answers. The means to do this is through existing legislation, such as the Clean Water Act, Administrative Directives to Federal Agencies to develop guidelines for this purpose, and public action to force co-operation beteen the State and these Agencies as well as compliance with the laws. The Beauracracies - the Bureau of Reclamation, the State, and the Forest Service - all resist change. The role of CRCUP is to vocally publicize and force this change. Kinghorn's Water Quality Management planning and planning of the U.S.Fish & Wildlife Service are directed toward implementing EPA's obligations under the Clean Water Act. We are involved in very profound change-making - Part of the effort to bring about this change will come from issues of cost of federally developed water when cheaper management by the State is possible; the burdgeon-ing cost of CUP, the astringent budget of the President, and the tax payers' revolt. - The President has agreed to read 15 pages of environmental information per week. EPC* will provide input on the CUP. - Guy Martin, Land and Water Resources, and other staff members, Department of Interior. I have provided background and ongoing information and have personal contact as do other CRCUP members and associates. CRCUP is the local, State arm needed to co-operate with Interior, Water Resources Council, OMB, EPA, CEQ, departments in implementing the Carter Water Policy. Martin held a conference at Park City last summer on this issue. He and Blackwelder (EPC)* were on TV a number of weeks ago - on this issue.Keep him informed of your meetings with the Governor, the Water Conservancy District, the Bureau of Reclamation as well as public meetings. - Gerry Kinghorn, Water Quality Management, SLC. I've kept informed about Gerry's water quality management planning for non-structural water supply answers and his efforts to gain co-operation from the BuRec. When implemented these will nullify the need for some Bureau structural developments. I have alerted OMB and Budget Chairmen in Congress to be aware of possible changes needed in the BuRec. budget. |
