Its purpose would be fourfold: (1) bringing into focus the values of the Colorado River Basin water and associated resources; (2) increasing interest and action of local individuals and groups in the significance of conflicts; (3) enhancing the work of individual, national organizations on this Basin resources; (4) unifying efforts and goals in the Basin states most directly involved in the coming development/ protection conflicts. Art attempt would be made, in the formation of a Coalition, to include groups which are philosophically closer in their approaches to protection and/or management of aquatic and terrestrial environments and recreation enjoyment in the Colorado River Basin. General Activating Purposes Objectives would'be one of pulling together the disparate activities, available information, and legal and administrative opportunities for expressing concern, into some cohesive whole for the Basin. An attempt would be made to enlarge the single-Issue approach to complex conflict developments for the benefit of local groups and participating organizations. A Coalition could provide less well understood Information about issues such as power development, water development, western and State water laws, the applicability of Federal and State laws and regulations governing management of public land and water resources, and more immediate application of Congressional and Administrative actions to Basin conflict developments. A Coalition would be a two-way street: publicizing national organization concerns and activities to local groups, but not confined to Chapter groups; funnelling back to these organizations the local level concerns, needs, problems and opinions. Limitations or Constraints of Coalition The identity of member organizations would be supported; Individual group autonomies, philosophies, and policies would not be infringed upon, diverted, or compromised. Objectives of the Coalition would not supersede policies or strategies of individual member groups. Confidences would be respected. |
