Some of the conditions are not current, conjecture is often used instead of measurement, faulty application of actual data and claims are made without credible sources. The planning team has made every attempt where necessary to acknowledge and incorporate changes to the SCCT. The state will also have a scientific review of the SCCT and continue to meet with stakeholders to resolve these and other concerns. There should be a discussion of policy and procedure changes in DNR to ensure the forthcoming plan will be implemented. See the " Planning Process and Implementation" section of this plan. The proposed GSL CMP Decision Process should address this concern. Management decisions should be based upon whether or not they will first of all " protect and sustain the trust resources of GSL" and secondly, will they " provide for reasonable beneficial uses of those resources consistent with their long- term protection and conservation." The alternatives are insufficiently developed in regard to issue resolution which is related to the lack of articulated overarching management objectives. The public trust doctrine " requires that those benefits that best preserve the purpose of the public trust under the circumstances should be given a higher priority." The ultimate circumstances should be one of long- term sustainability which would protect even the long- term commodity values of the lake. How can we manage something when we really don't know how it works. Ensuring sustainablility requires research and monitoring. Alternatives have been more fully developed. See the " GSL Management Alternatives Narrative" section of this plan. Research and monitoring needs will be addressed and discussed in the final plan. The Enlibra process involves resolving polarized issues and bring all parties to the table to discuss and resolve differences. This planning process does not necessarily have only polarized issues nor was there any attempt by the team to bring all interested parties together to develop alternatives according to an Enlibra process. Enlibra has to be a process, if it is to exist. The Enlibra principles will be utilized in subsequent public involvement activities. There is a lack of a " no action" alternative for each issue. Alternatives are not fully developed and are not always mutually exclusive. The current situation alternative, in many cases, represents the " no action" alternative. 332 |
