The royalty schedule is reviewed periodically for consistency with industry standards. DFFSL pursues opportunities to adjust royalty rates as they arise. Litigation has been settled regarding increased royalties and could the team consider updating this information in the document. The royalty section has been updated. 8.0 RECREATION AND TOURISM - WATER 8.1 Provide additional recreational opportunities The public's comments were fairly balanced in regard to this array of alternatives. Slightly more individuals supported allowing additional boating access and facilities in the north and south arms of the lake. Very few respondents mentioned this area of concern. There are very few access sites on the lake that have deep water and public access to construct a marina. We should acquire access to these potential areas. Consider adding more boat launches at the existing marinas, particularly at AISP to accommodate air- boat users. We support the preferred alternative with additional public involvement in determining the type and level of development that would occur at Black Rock. Access to bird nesting and foraging areas should be restricted during critical periods. Management should be sensitive to access disturbance, increasing vulnerability to predation or potential habitat degradation. Facilities and opportunities should be managed to provide for solitude with wildlife and to experience natural environments. The sites identified in the final plan will be available to the brine shrimp industry. Development of harbors will be the responsibility of the industry under appropriate land use authorization. 314 |
