Show 6. Land 6.1 Determine the appropriate mix of sovereign land classifications on GSL. CS. Use existing 1995 plan recommendations regarding sovereign land classifications. A. Formally designate all or part of sovereign lands within the 39 townships identified by the Utah Legislature for wildlife management. Use the 1995 plan recommendations except include the following changes. • Add a one- mile Class 5 zone around Hat Island • Split up old South Shore GSL State Park area in accordance with the DNR MOU ( designate the area from old Saltair to Goggin Drain as Class 5) • Add development classification ( Class 2) to Rozel Point and Black Mountain B. Same as A and draw a Class 5 new boundary line that is located a few miles west of AISP. C. Same as CS, except add development areas at the southern tip of GSL Class 1, Black Mountain and Rozel Point ( Class 2). 6.2 Consider geologic hazards in all sovereign land- use decisions. CS. Determine what will be required on a case- by- case basis after RDCC review. A. Incorporate geologic hazard identification and analysis in all sovereign land- use decisions. This would occur through RDCC and/ or consultation with UGS. B. Same as A. C. Identification of geologic hazards, but no analysis required for sovereign land decision- making. This would occur through RDCC and/ or consultation with UGS. 6.3 Bear River Migratory Bird Refuge expansion CS. USFWS and DFFSL reviewing ownership records. Sovereign lands would be made available if these areas remain open to hunting, firearms and other restrictions on sovereign lands be governed by state law, not by federal refuge regulation. Sovereign land within the old refuge boundary would continue to be managed under federal refuge regulation. A. Same as CS. 166 |
