Same as A. 1.3 Determine the policy for West Desert Pumping Project operation CS. Pump at 4208 feet with north arm brines only to reduce impacts of high lake levels. Pumps could be shut off during any point of the evaporation cycle. A. Utilize the WDPP to reduce impacts of high lake levels. Recommend pumping at a lake level elevation of 4208 feet with a mixture of south and north arm brines. Modify the intake and discharge channels to accomplish this objective. Complete a full cycle ( start pumping in early spring and end pumping in early winter) before turning off the pumps. B. Do not use the WDPP to reduce high lake levels. Allow maximum variation in lake level. C. Recommend pumping at 4205 feet using only south arm brine. This would implement the recommendation made in the 1995 plan. 1.4 Declining flows at Locomotive Springs Waterfowl Management Area CS. Declining flows in Locomotive Springs WMA are currently under study. A. Determine the causes of low flow from Locomotive Springs and develop strategies to mitigate and remediate this situation that may involve Idaho. B. Same as A. C. No change in present management in regard to water rights allocations in Utah and Idaho. 1.5 Administration of water rights and supply in GSL drainage basin ( GSL Water Budget) CS. Acquire water rights for specific areas, such as state WMAs and other important habitat areas around GSL to maintain these wetlands. A. Same as CS. B. Discontinue new diversions from GSL at extremely low lake levels, if lake level enters Zone 2 ( starting at a lake elevation of 4196 feet.)
