Feasibility/ Effectiveness GSL marina docks used close to capacity, AISP Marina is in use but not close to capacity. Both launch ramps are available with little wait. Lease applicant at Black Rock appears to be willing to open their marina to recreational use when demand is . sufficient. Same as A, plus additional restrictions in WMAs. Feasible in the S arm of the lake. Possible problem providing public access to a N arm facility. Little demand for N arm facility at this time. Possible Impacts No apparent impacts at existing facilities. Dock space limitations at GSL Marina may shift use to other marinas to meet public demand. Same as CS. More than seasonal brine shrimp use at Black Rock may be more disruptive to gulls and shorebirds. Same as CS. Limited impacts related to boat motors used in WMAs. Waterfowl hunters may be adversely affected. Encroachment upon sensitive N arm nesting sites may become a serious concern. Conflicts/ Coordination Parks and Recreation coordination required between GSL marinas to meet demands. Black Rock applicant will need some lead time to develop and prepare the facility for recreation use. Same as A, with plenty of advance notice to prepare hunters. Law enforcement coordination required for the N arm in regards to island protection. Public safety, search and rescue capacity may need improvement. Public Trust/ Protection Public trust concerns when demands for facilities exceed capacity'. At what point do we decide to accept limited facilities? Same as CS, but there would be some delay in response to meeting public recreational demand on existing facilities and any necessary modifications. Same as CS, but what would justify closure of WMAs to motorized boats? Shifts management direction towards preservation. Same as CS. 195 |
