Hydrology Current Situation ( GS) Alternative A Alternative B Alternative C 1.6 Determine state policy regarding creating large freshwater embayments like Lake Wasatch, Davis and other inter- island diking proposals. Feasibility/ Effectiveness Proposals arise from time to time, probably technically feasible but benefit may not justify the cost or the impacts to GSL ecosystems. Studies have shown these not feasible as water development projects because of poor water quality, shallow depth and other related impacts. Citizen involvement at the local level requires DNR to periodically consider these proposals. Same as A. DNR would establish screening criteria to evaluate feasibility ( water quality, high maintenance, odor, shallow water, recreation, drought and wet cycle concerns). Possible Impacts NA Proponents may have serious concerns. No substantial GSL ecosystems or geohazard impacts. Same as A. Ecosystem impacts may be too great. Impact state WMAs, other habitat and wildlife around GSL. Might enhance transportation and real estate development options. Conflicts/ Coordination Proponents may continue to pursue DNR support. Time and money spent on reviewing proposal may be better spent elsewhere. The process for considering proposals is in this CMP. Same as A. Extensive coordination with regulators would be required to address GSL ecosystems and geohazard impact concerns. Public Trust/ Protection NA Provide the highest level of protection to GSL resources. Does a better job of mimicking a natural saline body of water considering existing conditions. Same as A. The significant changes to GSL ecosystems may be difficult to justify under the public trust doctrine. 181 |
