South arm potential harbor sites include Lakeside and Magcorp ( already taken by private companies), Promontory Point ( goodpotential but needs public access), Stansbury Island ( privately controlled) and Black Rock Harbor ( development helps, but is limited). AISP Marina is an excellent location for commercial use ( easy access, good location) and additional opportunities for harbor development in the north and south are critical to the long- term health and viability of the brine shrimp industry. There is very little recreational use of AISP Marina during the brine shrimp season and this harbor should be kept available for as long as possible since it provides good revenue for the state. Every effort should be made to increase the availability of this marina. If industry cannot use this marina, we should already have the permits ready to build another harbor at this location. In developing brine shrimp harbors, managers must consider fairness, access and sustainability of the resource. In 1995, DPR modified its policies to allow commercial access to its marina at AISP on an emergency basis to serve as an interim facility while a commercial boat launch facility is constructed. It is important to stress that the current commercial status is temporary. Since the marina was designated for recreational purposes, it will revert back to its " recreation only" status once a commercial facility is in place. The construction of a new harbor facility off the Davis County Causeway is a possibility when and if the facility is needed. The draft GSL plan identifies potential areas where sovereign land will be made available for brine shrimp harbors. Development of the harbor sites will be the responsibility of lessees. The utility of the sites at various lake levels will have to be managed by the lessees. At this time DFFSL does not anticipate any problem with granting the easements required to dredge harbor channels at low lake levels. DNR will assert rights of public access where DNR believes such rights exist. 10.4 Other commercial and industrial topics The brine shrimp royalty for raw product is very low. The brine shrimp royalty rate was determined by the Utah Tax Commission in partnership with the brine shrimp harvesters. DNR did not set this rate. DWR should be granted permission by the Wildlife Board to re- open the brine shrimp harvesting season. The Utah Wildlife Board has the legal authority to set policy for DWR and issue rules and proclamations which govern the issuing of CORs and rules which govern the 322 |
