Show 2.2 Account for the locations and quantities of salts in the GSL system ( north arm, West Pond and mineral extraction pond facilities). CS. Salts are not fully accounted for or monitored in areas around GSL. A. Initiate active monitoring and identify the location of all salts in the lake system. This would include lake water, West Pond, stockpiles, waste piles and precipitates on pond floors and lake bottom. B. & C. Same as A. 3. Water Quality 3.1 Develop a strategy to ensure water quality protection for GSL ecosystem. CS. Continue existing narrative standards and water quality protection programs and case- by- case evaluation of discharge permits. A. Support DWQ considering a higher level of protection for wildlife classification and water quality. Investigate improving narrative standards by considering water parameters. B. Develop numerical standards. DNR and DEQ would cooperate to find financial partners for development of scientificalry- defendable standards. C. Same as CS. 3.2 Determine GSL wetland policy. CS. Follow existing federal requirements ( COE Clean Water Act 404 Permit Process). A. DNR develop GSL wetland protection strategies and evaluate their water quality function in this system. Require mitigation for any wetland loss on sovereign lands. DNR would develop and implement policy pertaining to subjects not presently addressed in the federal regulatory framework, e. g., non- jurisdictional wetlands, activities other than placement of fill. The policy would take into account the state wetlands management strategy and would set guidelines for mitigation of projects in wetlands on DNR lands. B. Same as A. C. Same as CS. 164 |
