Show DWR has met with the brine shrimp industry in public meetings and explained why brine shrimp harvesting season was closed. Data collected and analyzed are reviewed and the decision to close the season was explained at those meetings. The mineral extraction graph does not reflect quantities of minerals extracted nor does it account for inflation. The minerals extraction graph is not meant to reflect the quantity of minerals extracted. The data for this graph are from DFFSL, which requires that the data be reported. Companies report value of production to DFFSL in current dollar form, without adjusting for inflation. A footnote has been added to this graph to clarify that inflation is included in the data presented. 10.3 Policy regarding unauthorized construction below meander line for the development of harbors, ramps or any other structures The planning team received strong support regarding the preferred alternative to link specific enforceable penalties to other DNR permits, licenses and applications. Very few comments were received in this area of concern. Inappropriate building or commercial activity within the active flood plain should be avoided. Regulation on DNR land is DNR's responsibility; elsewhere local government controls development. 11.0 AGRICULTURE 11.1 Grazing on sovereign land Grazing on sovereign lands around GSL is minimal but the team received interest in considering changes in grazing management and policy. The public supported the preferred alternative, however some individuals recommended that no grazing should be allowed on sovereign land and that DNR should terminate existing grazing permits. We support the preferred alternative because it has been proven that grazing is a wildlife management tool in other locations around the lake. Grazing should at least be guided by DWR and tightly prescribed with a target vegetative grazing plan. Grazing on arid and unproductive ( biomass), as well as most of the uplands surrounding GSL, is inherently inconsistent with the public trust doctrine. Wetlands are more productive and are critical habitat for wildlife and aquatic environments within a desert landscape and should not be grazed. Grazing levels should be compatible with nesting migratory birds. Grazing can be compatible with other multiple- use management objectives. 324 |
