E., Special Supervisor Letter to Commissioner of Indian Affairs Reports inspection of Ute Mountain Reservation. Desert land has no water for irrigation so agriculture not a viable occupation; raising cattle probably not profitable because no place to grow hay. Sheep and goats, therefore, should be produced; not much can be done for the Indians beyond providing a school for them. Springs and seeps need to be developed to supply water. The consolidation of Ute agencies into one at Ignacio is proceeding. Submits chapters: 1) Health; 2) Agriculture ( with facing page by F. M. Goodwin); 3) Livestock ( with facing page by F. M.
