There is a real need for up ding the quality of the the executive branch of the state government in order of post-audit (I) to insure honesty of administration, (2) to keep proper accounting of the collecting and expending of state funds, (3) to fully inventory state properties, and (4) to check that services are being performed in an efficient Whereas, economical manner9 and The Legislature is the logical branch of government to Whereas, assume this post-audit responsibi lity, since it should be their obljga tion to check that the expenditures by the executive departments are in line with the policies and intent formulated by the Legislature; anp and Whereas, There are bui It-in weaknesses to the present system of electing a state Auditor, among these being . ( I ) ( 2) . .: ! state Auditor and state Treasurer each others for every four years could job running result in col Jusion as wei I as the dubious result of the Auditor auditing books he kept as Treasurer for four years, that election is no guarantee to obtaining an experienced that the practice of since or capable person as Auditor, fications for either Auditor or his in the Constitution or by statute9 no professional staff have been quali set up Whereas, With the consideration of proposals to reorganize and strengthen the executive branch of government, it is necessary to study proposals to strengthen the legislative branch, particularly to give the Legislature an adequate check on the expenditure of funds through its own Auditor; therefore, RESOLVED, That the Utah Federation of Business and profeSSional Womenos Clubs, Incorporated express to the special session of the state Legislature our conviction that an amendment to the state Constitution is desirable which would change the office of state uditor from being elective to the Legislatureo to a position appointed by Mrso Joyce C.
