There is a real need for up ding the quality of the the executive branch of the state government in order of post-audit (I) to insure honesty of administration, (2) to keep proper accounting of the collecting and expending of state funds, (3) to fully inventory state properties, and (4) to check that services are being performed in an efficient Whereas, economical manner9 and The Legislature is the logical branch of government to Whereas, assume this post-audit responsibi lity, since it should be their obljga tion to check that the expenditures by the executive departments are in line with the policies and intent formulated by the Legislature; anp and Whereas, There are bui It-in weaknesses to the present system of electing a state Auditor, among these being .
