Show Government Relations - 314 Powell expresses his support for Morgan's attempt to reform the Indian naming system. He states the reform is necessary not only for inheritance of property, but also because it will help to break up " the Indian tribal system which is perpetuated and ever kept in mind by the Indian's own system of names." Powell believes that when the adoption of family names is thoroughly explained to the Indians they will cooperate in the selection of " proper names for themselves and families." Ute Agency Letter to Commissioner of Indian Affairs Bartholomew has read the commissioner's letter, dated Mar. 27, 1890, to the chiefs of the So. Ute Indians and they held a council to discuss it. The chiefs again stated that all the people wanted to go to the new reservation and they could not understand why they were not permitted to do so, since they had signed the treaty. Ute Agency Letter to S. H. Sincoln, Commanding, Ft. Lewis Bartholomew responds to white settlers' fears that the So. Utes are planning an " outbreak" because of the government's failure to ratify their treaties. He denies such is the case, but will investigate the matter. Waite, newly appointed governor of Colorado, has written a letter to President Grover Cleveland asking him to do what he can to get the agents to keep the Indians on their reservations.
