Ute Indians, who were promised an irrigation system five years ago and have yet to see any water. Smith describes conditions on the reservation as very impoverished and that the Southern Utes are becoming increasingly discontent, arguing with each other and threatening the life of Ignacio, who had encouraged them to move to the western end rather than take allotments. Lewis school be placed under the charge of the Superintendent of the Southern Ute School at Ignacio.
