Apr. 5, 1912 Supt., So. Ute Agency Letter to John S. Spear, Supt., Navajo Springs The supt. discusses the need for securing notarized wills from various Indians and for dispensation of property in specific cases, contrary to office dictate that Indians " could not make wills on account of their allotment conditions." The supt. encourages Spear in the making of wills for Indians. Apr. 11, 1912 Supt., So. Ute Agency Letter to Abbot, Acting Commissioner Werner discusses his plan to raise Ute Indians to self- supporting condition. In accordance with this objective, Werner stresses that irrigation systems in all allotments of Pine River and Spring Creek valleys should be completed and allottee concentrated and given irrigable tracts under these systems.
