There are spots on the forest where two forest acres constitute feed for a cow and there are spots where forty acres will not constitute feed for a cow. 5512 The rules are given to us by the district office and we follow those rules. When a permit is given it specifies the num-ber of stock which will be permitted on the area to which it ap-plies, and in part the purpose of tat limitation is to prevent any possible damage to the land as grazing land or otherwise. 5513 The Department fixes the number of stock that will be permitted to graze on the forest without detriment to the forage production. LeRoy Chandler testified on redirect examination in re-buttal as follows: An over- grazed area means an area deprived of sufficient vegetative covering to protect the surface soil from rainfall and erosion and also prevents the re- seeding of the land by the vege-tation that is on it.
