Show MILITARY Walter L. Winegar, another of the successful students, reached the pinnacle of R.O.T.C. fame at the University by being chosen Cadet Colonel for the year 1934-35. Colonel Winegar led the University of Utah unit to a successful year acting as general chairman of all student military functions. Colonel Winegar is also an outstanding engineer. Walter Winegar Cadet Colonel Regimental and Battalion Staff The University Reserve Officers Training Corps is organized into a cadet regiment, commanded by the cadet colonel, and subdivided into two battalions, comanded by cadet majors. The regimental staff was composed this year of: Walter Winegar, cadet colonel; William T. Fairbourne, lieutenant colonel; Morgan A. Kerr, captain adjutant; Jones V. Francis, captain liaison officer; Lynn Madsen, captain P. & T. O.; Ray D. Free, captain athletic officer; George F. Frank, captain intelligence officer; Paul T. Rigby, captain supply officer. It is the function of these staff officers to assist the cadet colonel in handling the duties pertaining to the regiment. The first battalion was commanded by Cadet Major Philip F. Cannon, assisted by Cadet Captain Irvin L. Stephenson, battalion adjutant. Cadet Major John L. Owen commanded the second battalion, aided by Cadet Captain Murray A. Bywater, captain adjutant. Each battalion is composed of three batteries, commanded by cadet captains. Because of the limited functioning of each battalion in the "U'" regiment, the staffs have been smaller than usual conditions would require. The battalion is a tactical unit in the army, and there is little opportunty to exercise that function at the university.
