Dear Sir: Referring to our conversation of July 19, with regard to the proposed temporary dam in Colorado River below Yuma, Arizona, and immediately above the International Boundary, it appears that by letter of March 10, 1910, from this Department, the matter was brought to the attention of the War Department and on March 19, the Acting Chief of Engineers, stated that the District Engineer Officer, Lieut. C. T. Leeds, was instructed to direct the officials of the California Development Company to have its representative at Yuma confer with the engineers of the Reclamation Service at that place, so that the proposed dam may not interfere with the operations or works of the Reclamation Service. Work on the temporary dam was begun and carried on in April 1910, during the time of extreme low water in Colorado River. After the work was well under way, the spring floods occurred and the dam was immediately removed by Mr. W. H. Holabird, the receiver for the California Development Company. The spring floods have now passed and have apparently found a new channel further down the river, in consequence of which the bed of Colorado River has dropped at the intake of the California Development Com- |
