Gentlemen: In considering the questions submitted to me respecting the water problems of your District, they have been understood to refer to a larger water supply through a new water-way to be constructed by you entirely within the territory of the United States, involving through the Sand Hills section, either a tunnel as proposed by the Reclamation Service, or a shorter one along the international boundary, or possibly an open cut along the latter course. More specifically questions refer to the feasibility of each and to their relative cost. In using the following Estimate, it must be bourne clearly in mind that its figures are but tentative and have been reached, in the lack of specific data, by judgment and methods of general nature rather than by exact calculation or design. The cost of work of such magnitude depends largely upon efficiency of organization and the natural conditions encountered in infinite variety, many of which would be negligible in smaller work.
